17 2026.04Chenghai · Book Review | Paper Soldiers: How the Weaponization of the Dollar Changed the World Order
Starting from the postwar Bretton Woods system, this book traces the historical evolution of the U.S. dollar's dominant position, with a focused analysis of the growing prominence of financial sanctions in contemporary international politics after the 9/11 attacks. The author argues that the U.S. Department of the Treasury has transformed from a traditional economic management agency into a key actor in the national security apparatus. By controlling global financial infrastructure—including payment systems, U.S. dollar clearing mechanisms, and access to capital markets—it exerts influence over both allies and adversaries. Through detailed examinations of specific cases such as the sanctions on Iran and Russia, as well as the response to the 2008 global financial crisis, Mohsin reveals how financial power operates in practice as an alternative tool to military means. Theoretically, the central thesis of the book is that the "weaponization" of the U.S. dollar signals the emergence of a new form of statecraft. On the one hand, this model enables the United States to project power globally at relatively low cost; on the other, it poses potential long-term risks to the stability of the international monetary system. As more countries seek to reduce their reliance on the dollar-based system, the sustainability of U.S. financial hegemony—and the liberal international order built upon it—faces mounting challenges. Mohsin concludes that the weaponization of the dollar is likely a double-edged sword, which will ultimately erode its global dominance, driven more by America’s own policy choices than by the actions of its rivals.

25 2026.03Chenghai · Book Review | Artificial Intelligence and the New World Order
At present, with the continuous advancement of technology, emerging technologies represented primarily by artificial intelligence are exerting an increasingly profound influence on the world order. The book Artificial Intelligence and the New World Order: New Weapons, New Wars and a New Balance of Power conducts an in-depth analysis of the significant contemporary phenomenon: how artificial intelligence (AI) is reshaping the world order and the global geopolitical landscape. Its author, Professor Fatima Roumate, has constructed a "theory of international relations in the AI era" from a technological perspective, integrating realism and liberalism. On this basis, she explores the transformations of the world order amid the vigorous development of emerging technologies in the post-pandemic era, including the shift of power in the international community, new forms of warfare, and the rise of non-state actors. The book not only examines the transformation of "hard power" at the military level but also emphasizes the far-reaching impact of AI on diplomacy, the economy, psychological security, and social ethics. Against the backdrop of accelerating global digital transformation and intensifying technological competition among major powers, this book offers a highly enlightening theoretical framework and empirical analysis for understanding how technology reshapes the world order and redefines national sovereignty, security boundaries, and the global governance system.

23 2025.12Call for Papers for the "7th Forum on the Knowledge System of Chinese Political Science"
Chinese political science community has always attached great importance to developing an independent knowledge system of Chinese political science. In 2019, the School of International Studies at Renmin University of China, together with the School of International Relations and Public Affairs and the Institute of International Studies at Fudan University, co-initiated the Forum on the Knowledge System of Chinese Political Science, which has been held for six consecutive sessions so far.
On April 25, 2022, when Xi Jinping inspected Renmin University of China, he pointed out that we should continuously promote the creative transformation and innovative development of fine traditional Chinese culture, and constantly advance knowledge innovation, theoretical innovation and methodological innovation, so as to enable philosophy and social sciences with Chinese characteristics to truly stand firm in the world academic community.
For disciplines that are crucial to national governance and global development, such as political science, national security, area and country studies, and public administration, it is even more necessary to explore long-term cases and universal theories behind immediate issues and specific knowledge. Only by extending Chinese political science theories to a longer history and a broader world can we lay a solid foundation for constructing the knowledge system of political science. -
